What is known today as Rutland County Health Partners, was founded in 1996 as Park Street Healthshare, Inc. The clinic began as a partnership between RRMC CEO James Bowse, local healthcare practitioners, and dedicated staff who shared a common mission: make healthcare accessible to uninsured members of the community.
The clinic quickly became a safe and trusted place for those seeking care. By 2009, growing community needs led the clinic to move to State Street and adopt the name Rutland Free Clinic. This new location offered more space, improved accessibility, and the ability to provide daytime and extended clinic hours, helping the clinic better serve a rising number of patients.
Our growth continued in 2023, when the clinic moved to its current location on North Main Street and became Rutland County Health Partners. The new building features larger, brighter rooms and a central location that is much easier to access for those relying on public transportation.
Today, Rutland County Health Partners remains committed to providing compassionate and accessible care, continuing the mission that began nearly 30 years ago.


Krista grew up in Massachusetts before moving to Poultney, Vermont in 2016. She graduated from Wheaton College Massachusetts in 2025, earning her B.A. in Sociology and International Relations. In the last few years, Krista has worked as a research assistant, with her most recent project being a sociological study of the post-COVID functioning of farmers markets across the U.S. Now back in Rutland County, Krista is excited to give back to her community. In her free time, you can find her reading, spending time with friends and family, or traveling.

The Patient Access Representative serves as the primary point of contact for patients and visitors, playing a crucial role in creating a welcoming and efficient clinic environment. This position will deliver exceptional customer service and facilitate seamless communication between patients and clinical staff, community partners, and state insurance enrollment services. In addition to managing daily front desk operations, the Patient Access Representative assists with on-boarding new volunteers and staff, gathering patient feedback, and working with members of the team to collect patient and clinic data.

Meet our dedicated staff. This small team is in charge of open clinics and the day-to-day operations, ensuring that essential care remains available to those would be unable to afford or access the care they need.
Our Board consists of 13 dedicated individuals representing a wide range of professional backgrounds. Their leadership ensures that our mission remains clear, accountable, and focused on meeting the needs of our community

For the past six years I have been privileged to serve on the Board of Directors of Rutland County Health Partners. I have had the additional honor of being one of the medical providers for the many patients coming through our front door. After being in the practice of general surgery for forty years, it has been very fulfilling for me to work with the many wonderful individuals in the clinic and on the Board. Most of all I very much enjoy interacting with the many grateful patients who seek out our services in their moment of need. I am also grateful for the many talented providers who volunteer along with me at the clinic, and also appreciate the willingness of the many talented physicians and dentists in our community who see our patients upon referral.

My name is Kathleen Boyd and I have had the pleasure of being a member of RCHP's Board since June of 2018. I was thrilled when I was asked to join the Board, because it was an excellent opportunity to expand my role as a professional nurse in Rutland County. My life’s passion has been to provide compassionate nursing care to those who are in need. Volunteering at Rutland County Health Partners allows me the opportunity to ensure I meet my professional and personal goals which are to address the population health needs of my Community.

Dr Reich graduated from the New Jersey College of Medicine, did his Internal Medicine residency at Berkshire Medical Center and his Critical Care fellowship at the University of Pittsburgh Medical Center, where he was asked to join its academic faculty. He has been part of the Rutland community since 1994. He has served as Medical Director of the Intensive Care unit at the Rutland Regional Medical Center, past president of the Vermont Medical Society, member of the Vermont Board of Medical Practice, and held many other state and national appointments. Dr. Reich was one of the founding members of Rutland County Health Partners and served as its second Medical Director. He is committed to the health and welfare of our community.

I grew up in Rutland, VT. I graduated from Northern University-Johnson with a degree in Business Administration. I was a 10 year member of the Smugglers Notch Ski Patrol as a volunteer and paid patroller and worked as a street Paramedic in Metro Boston where I was promoted to street supervisor. I left Boston in 1988 and relocated to St. Albans, VT to co-found AmCare Ambulance Service serving as President & CEO until 1996. I then moved back to Rutland in 1998 to co-found Mt. Resort Interiors where I have worked as President & CEO for 25 years. I have served on numerous Boards both in Rutland and in Northern Vermont and also I currently serve as a clinic volunteer with my wife, Laura Cohen, DNP.

Dr. Fisch has had a long association with Rutland County Health Partners and maintains a critical role in our ability to provide direct patient care to those in need of dental services.
Dr. Fisch has been a part of the Rutland community both personally and professionally since 1989. She is a graduate of Georgetown University School of Dentistry and has served as president of the Vermont State Dental Society and currently serves on the American Dental Association Board of Trustees.
Dr. Fisch continues to work at Heaton & Fisch Dental Associates, a private family practice that has served the Rutland area for over 50 years.

Suzanne Ouimet, RN currently works as a nurse at the Vermont Department of Health in the Rutland office and has been a Board member for almost 2 years. She received her BS in Biology from Bridgewater State College and later her associate’s degree in Nursing from Vermont State University. Starting her nursing career at RRMC and later joining the team at Community Health Pediatrics where she worked for 9 years before joining the Health Department in 2022. Sue’s passions include health equity, vaccines and homesteading.

Cathy has been a nurse anesthetist/nurse practitioner for over 30 years, working for the same employer for 20 of those years. She has been working at Rutland Regional Medical Center during the last 15 years. Her passion is traveling but also enjoys gardening and baking. Cathy lives in Rutland with her husband and 2 cats. She has been a volunteer and board member of the Rutland County Humane Society since 2021. Cathy has been volunteering for Rutland County Health Partners for about 2 years and joined the Board in 2025.

Emma is originally from the Blue Ridge mountains of southwestern Virginia. She became engaged with the work of Rutland County Health Partners in 2019 when RCHP partnered with the Vermont Farmers Food Center and the Farmacy Project to reach Rutland County's residents who resided in further afield towns. At the time she was finishing up her master's degree in macro social work with Boston University and helping to run VFFC's Farmacy: Food Is Medicine program. As a board member of Rutland County Health Partners and a health coach through the Institute for Integrative Nutrition, her focus is to make preventative healthcare a priority for Rutland County using food as medicine. Emma is also a lover of the outdoors and can be found in her free time hiking in the White Mountains of New Hampshire, kayaking on many a Vermont lake or tending to her community garden plot in Ludlow, Vermont.

Sarah is a career nonprofit professional who has worked in a variety of education, mental health, and medical organization settings. She is a licensed mental health and substance abuse counselor and currently works with Rutland Regional Medical Center offering support and connection to resources for individuals experiencing various economic and social determinants of health concerns. She also works as an educator with NeighborWorks of Western Vermont, leading Homebuyer Education programs for Rutland and Addison counties to help low to middle income families become homeowners. Sarah is a resident of Rutland, where she lives with a very large rescue cat, and she enjoys cooking, crafting, gardening, and spending time with friends. Sarah is actively looking for ways to contribute to the health and stability of the Rutland community.

Kevin serves on the Board of Rutland County Health Partners, bringing extensive experience in behavioral health, program operations, and organizational leadership. As Director of Operations and Admissions at Spring Lake Ranch Therapeutic Community, Kevin oversees strategic initiatives that strengthen clinical programming, expand access to care, and support long-term community wellness. He also serves on the Executive Board of the American Residential Treatment Association, contributing to national efforts that advance quality standards and access in residential treatment. His work emphasizes collaboration across systems to create sustainable pathways of care for individuals and families. Kevin is deeply committed to RCHP’s mission of promoting equitable, community-based health care for all residents of Rutland County.
